Wichita Falls councilors will be asked Tuesday to conduct a land transaction that will kick off the construction of a conference center and hotel in part of the MPEC’s current parking lot. The land, valued at $ 1,879,178, would be sold to O’Reilly Hospitality, who would receive the same amount back under an incentive agreement.
The deal also includes land for a second hotel that O’Reilly will build on the property at a later date.
While O’Reilly would own the 200-room Delta by Marriott hotel and manage the conference center, the city would own the conference center, which is said to be funded by borrowing up to $ 19 million in sales tax revenue.
The Delta by Marriott hotel would be privately funded by O’Reilly, with the exception of $ 2 million that the city’s 4B Sales Tax Corporation would bring in.
The city would also waive building permit fees and waive property taxes and sales paid by O’Reilly during construction.
City councils will also consider changing the ordinances governing the city’s dog park near Lake Wichita. The city has received complaints about animals other than dogs being brought into the park and people smoking in the park since this spring.
The regulation changes would include a clear statement that dogs must wear city-branded and rabies-branded collars, making it a violation to bring a dog with a history of bites, add electronic devices to non-smoking language – and make shoes compulsory (for People).
The following aspects are taken into account in other company councils:
- Provided $ 1,233,833 of American Rescue Plan funds to offset operating expenses and revenue declines at Wichita Falls Regional Airport during the COVID-19 pandemic. The city also expects to use some of the debt servicing money on the bonds used at the terminal.
- Host a public hearing on a plan to fund a total of approximately $ 2,272,949 in Community Development Block Grant, COVID-19 relief funds, and HOME Investment Partnership funds.
- Spend approximately $ 269,000 on repairs on the Duncan Drainage Channel on the east side of town.
- Establish criteria for redefining the political boundaries for city elections.
- Spend $ 132,000 to renovate the water distribution complex at 400 E. Scott Avenue.
- Apply for mismatched grants from the Edward Byrne Memorial Justice Assistance Grant Program for $ 29,118.00 through the Wichita County Sheriff’s Office.
