This is especially true to control the movement of unvaccinated people by managing the number of activities they can do or are allowed to participate in during their trip.

Malaysia’s Health Minister Khairy Jamaluddin has made this clear even after “travel authorization for cross-border trips to be issued soon”, the existing Standard Operating Procedures (SOPs) of the National Security Council (MKN) continue to apply.

This is especially true to control the movement of unvaccinated people by managing the number of activities they are allowed to do or participate in, even if they are not in their home state, for example if the existing SOP does not allow unvaccinated people to dine in restaurants, this will continue to be the case for cross-border travelers.

Speaking at a press conference at Kuala Lumpur Hospital (HKL), Minister Khairy said, “I admit there is no way for us to control the movement of the unvaccinated; also because, he added, the government has no way of checking the vaccination status of all states as it would slow down the movement significantly.

He responded to the proposal to make self-tests compulsory for unvaccinated travelers.

“We have studied the plan, but there is no way for us to enforce the proposal. We don’t want a roadblock and ask everyone to do screening tests,” he said. He spoke about the public opinion that people like to return to their hometowns and villages and instead face long traffic jams that prevent them from doing so.

In summary, the current SOPs are in force:
SOPs for phase 2 of the National Economic Recovery Plan of Malaysia (July 2021)
SOPs for phase 3 of the National Economic Recovery Plan of Malaysia (August 2021)
SOPs for phase four of the National Economic Recovery Plan of Malaysia (August 2021)
