The Prime Minister’s Office also announced that youth vaccinations will be opened once the adult vaccination coverage reaches 80% and above in each state.
With effect from September 10, 2021 (Friday), three regions in Malaysia will move into the second phase of the National Recovery Plan (NRP). According to the Malaysian Prime Minister (Jabatan Perdana Menteri), these are: Klang Valley Area of Selangor, Kuala Lumpur Federal Territory, and Putrajaya Federal Territory. In addition, these three regions will be grouped together as “a common area of infection” so that movements between these states will be allowed and there will be no more roadblocks.
In phase 2, fully vaccinated individuals (i.e. two doses) are allowed to:
- Travel between counties / states to meet their spouse and children (under the age of 18);
- Eating is allowed in dining establishments;
- Engage in tourist activities in the same state that include hotel and homestay accommodation.

It was also announced that the Standard Operating Procedures (SOPs) for sport, leisure and leisure activities for the federal states will be relaxed as part of phase 1 of the NFP. The National Security Council (Majlis Keselamatan Negara, or MKN) and the Ministry of Health (MOH) have agreed to: allow indoor sports activities, with the exception of gyms, for fully vaccinated individuals; Enable commercial indoor sports and recreation facilities to operate in compliance with regulations and for fully vaccinated customers. This will also come into force on September 10th, 2021.
Similarly, starting September 10, 2021, the following companies will be allowed to operate in the Phase One states of the NRP:
- Companies in the trade and distribution sector;
- Flower shop;
- Nurseries;
- Outdoor equipment stores and
- Housing galleries.
As for companies in the states in phase two and three, SOPs for barbershops, hairdressers, and beauty salons will be relaxed. “The latest SOPs are updated by the National Security Council and the relevant ministries,” said the Malaysian Prime Minister’s office.
With regard to vaccination progress This was announced by the Prime Minister’s office Vaccinations for adolescents (in two groups aged 12-15 years and 16-17 years) are opened as soon as the vaccination coverage of the adult population in each state reaches 80% and more.
In fact, adolescents (in both age groups) with comorbidities in Sarawak will gradually receive the Pfizer vaccine September 2021 “depending on the supply stocks to be received” from September 8, 2021.
As the next group, healthy young people aged 16 and 17 will be vaccinated “before school starts on October 3, 2021”.
“Adolescent vaccinations will expand when the full adult vaccination coverage reaches 80% or more in each state,” added the Prime Minister’s Office.
In a separate message The Minister for Federal Territories, Shahidan Kassim, announced this Labuan Federal Territory will join Langkawi Island, Kedah, as part of a tourist travel program that will open to travelers from September 16. This was communicated during Minister Kassim’s visit to the Hijrah Warrior Garden in Taman Desa, Kuala Lumpur.
