This is because 90% of the country’s adult population is now fully vaccinated. Police authorization is no longer required for cross-border travel, while MyTravelPass is no longer required for travel abroad. Full updates here.

Starting today (October 11, 2021), fully vaccinated individuals in Malaysia will be able to travel across states and engage in cross-district activities across the country without the need for approval from the Royal Malaysian Police (PDRM).

This does not apply to areas or locations that are subject to the Extended Movement Control Order (PKPD).

Speaking at a Press conference on Sunday (Oct. 10) Prime Minister Ismail Sabri Yaakob said this is being done on the advice of the Ministry of Health (MOH) and that 90% of the country’s adult population is now fully vaccinated.

With the opening, Prime Minister Ismail reminded individuals “not to be complacent about the flexibility given”.

“This is important to help the country reopen the economy and prepare to live safely or #ReopeningSafely in the endemic phase.

“If this is taken lightly, it is not impossible for the spread of the COVID-19 epidemic to rebound. You are now the front line protecting families and communities from infection with the COVID-19 virus.”

PM Ismail then went on to say that if individuals wish to return to their village to meet their parents or to travel across states, they are advised to self-test for COVID-19 prior to travel. “For those who have symptoms such as fever, cough, runny nose and shortness of breath, I advise you to postpone the trip first.”

“If you test positive, quarantine or call the nearest COVID-19 assessment center for immediate treatment.

“This permission does not mean that the authorities are negligent. Although there are no longer road restrictions (SJR) to control cross-border traffic, the SJR for Crime and Safety is still in place under the Infectious Disease Prevention and Control Act of 1988 (Act 342). “

Apart from that, PM Ismail also announced that as of today (October 11), fully vaccinated Malaysians will be allowed to travel abroad without applying for MyTravelPass at the Malaysian Immigration Service (JIM). However, travelers must still undergo mandatory quarantine upon return home.

The Prime Minister said: “The decision of this repeal is, among other things, to bring together family members and separated spouses, Malaysians going abroad for work and those doing business.”

He added: “Despite all the announced loopholes, we have to live with the COVID-19 virus. This situation not only requires that people continue to adhere to the SOPs, but [it is] also important to raise self-ratings to protect Malaysian families.

“Therefore, those who have not been vaccinated should do so immediately. This is because many of the announced relaxations, such as vaccination.”

According to the latest data from MOH, vaccination has successfully reduced the admission rate of COVID-19 patients to the ICU by 83% and the death rate from COVID-19 by 88%.

The Prime Minister also stressed the importance of implementing the following measures to strengthen public health action, known as TRIIS:

  1. TEST: Do a COVID-19 detection test independently if you notice symptoms of infection;
  2. REPORT: Report the results of the detection test to MySejahtera as soon as possible;
  3. ISOLATE: If the test is positive, carry out quarantine or self-isolation immediately and with full discipline so as not to endanger your fellow human beings;
  4. INFORM: If the test is positive, inform your close contacts immediately and also report all close contacts via the link in MySejahtera. Inform the nearest CAC if your personal health situation deteriorates during the quarantine at home, and
  5. LOOKING FOR: Get treatment at nearby medical centers or CACs immediately if you have severe symptoms.
