Governor Jay Inslee updated Proclamation 20-83 today regarding air travel quarantine requirements. Inslee also released new proclamations on winter weather and the COVID-19 pandemic.

COVID-19 – Restrictions for travelers (20-83.1)

Changes proclamation 20-83, according to which passengers arriving from countries where COVID-19 variants have been detected must be quarantined for 14 days. The amended regulation requires all passengers to meet the requirements of the United States Centers for Disease Control and Prevention when traveling to Washington from outside the United States. The CDC currently requires all passengers to receive a negative COVID-19 viral test or proof of recovery from COVID-19 within 3 days of travel. For other types of travel, the governor’s travel advisory will remain in place. This proclamation remains in force until the state of emergency set out in Proclamation 20-05.

COVID-19 – EFSEC (Energy Facility Site Evaluation Council) informative public hearings (21-04)

This proclamation enables EFSEC to remotely conduct its required public information hearings on proposals for new locations of energy projects under RCW 80.50.090 (1). While the regulation provides for public hearings on remote information to be held, it requires EFSEC to provide solid public participation options so that the public can observe the hearing in real time and make public comments. This ordinance comes into force on March 12, 2021 and expires on April 11, 2021, unless it is further extended.

Winter weather (21-03)

This proclamation establishes a state of emergency for winter weather in response to a series of severe winter storms beginning December 17, 2020. Implementing the plans and procedures in Washington State’s Comprehensive Emergency Management Plan will direct state agencies and departments to assist in winter storm response and recovery.
