MIAMI BEACH, Florida. – The arrest of two men in Miami Beach sparked an internal affairs investigation within the city’s own police department.

With cuts on his face and a split lip, Khalid Vaughn says he was at the end of the excessive violence by Miami Beach police officers.

Four officers were released as a result of the arrest.

The incident occurred Monday afternoon at the Royal Palm Hotel on 15th Street and Collins Avenue.

Vaughn told Janine Stanwood of Local 10 News he was in the lobby with his friend when police arrested another man who allegedly hit a bicycle officer on a scooter.

He said he tried to record a video on his cell phone when police turned their attention to him.

“I’ve started recording it. They have already handcuffed him. They hit him, turned around, changed me, hit me, ”Vaughn said. “Hit me, kicked my elbow in the face.”

In a statement to Local 10 News, Miami Beach Police Chief Richard Clements said:

“This is not a reference to the hard working men and women of the Miami Beach Police Department and will not be tolerated. In response, I immediately launched an internal affairs investigation and dismissed four officers … “

The bicycle officer, who was hit by the suspect on a scooter, was released from hospital with braces on and will need crutches, according to a department spokesman.
